Di-Gi Charat started as anime, I believe. Digi Charat started as small, animated shorts created to promote a gaming store in the Akihibara gaming district. Digiko was the mascot for said store. It grew popularity, and the episodes became longer, created OAVs and movies, and then the manga.

She was originally made as a mascot for Gamers around '97/'98. However, she was so popular a mascot, that TBS and Broccoli later made a short, sixteen episode tv series about her in 1999, increasing her popularity. So, with Di Gi Charat it is complicated. Technically the manga came first, but the official manga anthologies did not come out until after the TV anime series.
