I wholeheartedly recommend Ranma 1/2. It's got more humor than Sailor Moon, but still has a "transformation" twist to it. ;) No space, spaceships, aliens, or anything like that, either. :)

Hellsing's good too, but not really anything like SM.

Try the Cutie Honey series. This is one of the first 'magical girl' anime series. Honey is an android created by her father, and gets revenge on the Panther Claw, who killed her father for his Element Manipulation Device. However, CH is a bit more mature than Sailor Moon. It has lots of nudity, and fanservice.

Cutey Honey Flash, however is a shoujo take on Cutey Honey. Alot less violence, and fanservice. It's pretty much a mix between Cutey Honey and Sailor Moon. It took over Sailor Stars' timeslot when it ended. Currently the series is being fansubbed, up to episode 2 right now. So far, the only series in America is New Cutey Honey by ADV. You can get all 8 episodes for about 15 dollars. And the other series are being fansubbed right now. The only one that's completed is the latest series, Re: Cutie Honey.

Like Sailor Moon:

Magic Knights Rayearth
Wedding Peach

No SF/fantasy at all:

Azumanga Daioh
Onegai Twins (There's a reference to a UFO, and a little alien shows up, but neither are essential to the plot.)
Things I think Are Funny Early in the Morning: If Batman were a Smurf: "Quick, Robin! We must smurf down to the Batcave and smurf the Batplane! Then we must smurf the batsmurf so we can smurf where the Joker is smurfing!"

The Croonerism Spate (explanations upon request)
Be careful with this one, there is a bit of a pun involved. Dr. Spooner described his visit to a castle: "In the center of the fortress was the Palace Court. The gated entrance to this area was the court palace."

If you like action and sci-fi (and if you liked Chobits), I high recommend Elfen Lied (although it's not released in the US yet). It has lots of gore, nudity, but in the normal scenes, it's very cute, very much like Chobits. :) No transformations though. Pure sci-fi.

For the first question...

Cardcaptor Sakura - Watch it subbed only, trust me.
Magic Knight Rayearth - Though the second season kinda drug a bit in the middle.
Pretear - Worth it, trust me.

For the second question... Could you be a bit more specific? There's a metric butt-ton of series that answer that question. Anyway, here's a small list of series I like:

Azumanga Daioh
Ah! My Goddess
Ai Yori Aoshi
Berserk
Fruits Basket
Gravitation
GTO
Haibane Renmei
Hellsing
His & Her Circumstances
Kaleidostar
A Little Snow Fairy Sugar
Noir
Paranoia Agent
Princess Nine
Read or Die
Revolutionary Girl Utena
The Slayers
Super GALS!
Trigun
Witch Hunter Robin
You're Under Arrest

You could also try these anime databases where you can search the anime you want by genre, year, production company, etc.

I recommend checking out Tokyo Mew Mew. I've actually only seen a few episodes fansubbed, but from what I've seen so far it's really cute and funny. It's very Sailor Moon-like in that it has the magical girl transformation sequences and stuff, but it's more about saving the enviroment than romance, although it still does have romance in it. Just avoid "Mew Mew Power" like the plague. I'd also recommend Magical Girl Pretty Sammy, which is actually a spin-off of the Tenchi Muyo! series and a parody of mahou shoujo anime. But if you're going to watch it, definitely check out the tvseries (renamed to "Magical Project S" in the U.S.), which IMO, was a lot funnier than the OVAs, although the OVAs are worth checking out, too.

I reccommend Rurouni Kenshin, but I don't have much experience...
-Adam Picard-
Blake? oh, like a coffee break!!

From your criteria, I would recommend Ultimate Girls for you.
It's cute and parodies/references Sailor Moon a lot.
Magical Girl Nanoha is also one about magical girls.

The anime I am currently watching are:
Naruto, Bleach, Prince of Tennis, Air, Peach Girl, and Ah My Goddess TV.

I also recommend Asagiri no Miko (Priestess of the Morning Mist). It's about 5 schoolgirl Shinto priestesses who fight monsters very much like Sailor Moon without transformations. There was even a tiny Sailor Moon spoof in one episode. :) However it has lots of Japanese cultural and religious terms and ideas. There are 26 episodes (I think), each episode is 12 minutes long. Yup! It was licensed by somebody...

Yup, by Anime Works (Media Blasters), and Volume 1 is already out containing episodes 1-10. Look for it under the name "Shrine of the Morning Mist".

Actually, Shrine of the Morning Mist came out on Feb.22. They even kept the original Japanese covers with kanji! Media Blasters isn't half bad. :)

Pretty Sammy: Think Sailor Moon set in the Tenchi universe. There are the three OAVs (including an episode that spoofs Micro$oft honcho Bill Gate$) and the TV series ("Magical Project S"). I prefer the latter, as the story develops deeper later into the show (esp. episodes 19-20)

But they need to be inspired, and let's face it, 'Superman'...the last time you really inspired anyone... was when you were dead." -- Batman, to Superman, Infinite Crisis, issue 1

...it's like sailor moon, but different? That doesn't make too much sense. I think Fruits Basket is NOTHING like sailor moon..there aren't any sailor-suited girl warriors, it isn't a mahou shoujo anime (magical girl), and it has a whole storyline based around the zodiac.

So yeah. Your statement doesn't make too much sense.

Joey: The question is, Rachel, does he like you? ''Cuz if he doesn''t, then it''s all just a moo point.
Rachel: Huh...a...moo point?
Joey: Yeah. It''''s like a cow''s opinion. It doesn''t matter....It''s moo.

::nods:: I've watched the entire series 4 times, it's nothing like Sailormoon in any aspect. I loved it to death, but Sailormoon it is not.
And really, why shouldn't we be afraid? In case you haven't heard, life is terminal. Cigarettes will kill you. So will your cellphone. Your car is a deadly weapon and alcohol is a quiet killer. Don't lick the lead-based paint on the walls. Don't lick the back of a postage stamp and certainly don't lick any strangers! That will bring you down quickly indeed. Don't drink the water but don't drink less than eight glasses a day. Your enviroment is toxic, your natural resources are dwindling, your days are numbered, but what ever you do, don't panic! The stress, don't you know, will kill you.

Everyone has already mentioned a whole bunch that I like. The only other one I'd add is Kaitou Saint Tail (Mysterious Thief Saint Tail) it's not anything like Sailor Moon, but it is non space. Just a cute magical girl story...so to speak.
