To keep my list short, I'll just put my top three.

Dead Scream - I love the the smoky clouds circling Pluto, and the close-up when she whispers the attack. Whispering the attack name was a great choice, as it makes Dead Scream stand out from the rest.

World Shaking - The way Ogata Megumi's voice sounds when she says it is just great. The animation for the attack is also very fast paced, which fits in with the character of Uranus.

Supreme Thunder Dragon - Why was this used only once? It looked great, and I loved the execution. Dragons = kickass.

Already mentioned before, but-

Mercury Aqua Rhapsody-The harp is beautiful, and it the music is just perfect. The water animation is great too!

World Shaking-It reminds me of those old Streetfighter games almost, the way she does the attack. And the noise fits it perfectly.

Venus Love and Beauty Shock - Because anything by Venus is awesome, but this is the cutest of all

Dead Scream - Pluto is my 2nd fave senshi and her attack is cool
Deep Submerge - I love Neptune, and this is really pretty
Mars Flame Sniper - Just plain badass... like the song

Personally, I love all of the attacks (at least ones I've seen). But if I had to pick a favorite, I would probably pick Pluto's "Dead Scream" attack. Just the way it's executed... The whisper. It ALWAYS sends chills down my spine.

Of course, that's for the Japanese version. I HATE HATE HATE how it's 'shouted' to some degree in the English... It just seems to lose purpose of being called "Dead Scream" (in English, I think they called it DeadLY Scream).

Fire Soul Bird and Supreme Thunder Dragon. They're used all of twice and once respectively, and then never again (while puzzlingly, the spells they "evolved" from are used often later in the series). Always bugged me, because those two attacks kick more ass than the rest put together...

Deep Submerge, because I love and adore Michi. I've been obsessed with her for so many years lol. Not to mention it is so cool with Vanessa Mae's Outer Senshi Theme playing in the background.

Aqua Rhapsody, well mercury is my other overall fav character lol. And it's so pretty. The harp melody is soothing, and she looks so pretty playing it.

Shine Aqua Illusion, mmm more Ami-chan. The shades of blue used are pretty, and the swirls of water give the feeling of how in-tune with her element she is.

Apparently Vanessa Mae didn't write the Outer's Theme. There's an article (link) on Lizzard's SuperS website in the debate section that talks about it. It does sound like her style though.

-I like Rainbow Moon Heartache because of the music it plays when it is approaching the daimon.

-Of course I love all the Outers' attacks ^_^

-Have any of you guys played the Super S fighting games for snes? Sailor Saturns attacks look kinda cool in that game ^_^

My favorites attacks? Hm..

Sparkling Wide Pressure. Mainly because I love how Jupiter has so much control over it. And she just goes like that and *swhoom* flings it at the enemy with wonderous control. It's way cool.

And I love any of Galaxia's attacks from the manga. She's totally cool.

I was just realized that one of the starlights has an attack named:
-Star Gentle Uterus-
I dunno, that just makes me convulse wildly on the floor until I pass out.

God, I would love to see an American dub that kept that name intact. What a Field day that would be.

Hmm...I've got a ton...first of all, I LOVE Sailor Pluto's Dead Scream, it's soo pretty...and she looks badass.

And, of course, I love Uranus's World Shaking and Neptune's Deep Submerge. Venus's Love and Beauty Shock is so adorable and I like Love Me Chain...haha...whip...

I also like the Starlights' attacks...but I agree with Luna1986...when I first saw the Stars season, I kept backtracking to make sure that I actually heard it correctly...Star Gentle Uterus!!

I always loved the World Shaking.. Sailor Moon's attacks were great and all, but they took too long to do, and Uranus' was just QUICK.. and how angry she is, too, that's real fighting there ^_^.

yeah, I always thought that the outer senshi had more practical attacks that didn't involve a five miniute wait. Much more of, "I'm hurling this ball of energy at you and you're gonna die," than, "My magic hearts will knock you over!"

Moon Scepter Halation~ The way it's animated makes it by far my favorite attack. I've always loved her scepter, and then she got that new Heart Wand and I was like "NO!!"

Pink Sugar Heart Attack~It's just funny the way she keeps trying to make it work. Poor Chibi Moon.

Pluto Dead Scream~I love the way it's animated.

Venus Cresent Beam Smash (or whatever it's called)~I love the way this one is animated too. Since sticking her finger between the two moons and making a beam, oh Venus, I heart her.

My top 10 attacks would have to be (in no particular ranking order):

World Shaking - The way Ogata sounds this one is straight as an arrow, and just fits Uranus well.

Deep Submerge - Love the visual effects on this one. As a side note, I find it funny that one of the phage sucked it up, and made it look like champagne, and nothing more, in Stars.

Dead Scream - Again, the visual effects on this one make it one of my favorites.

Sparkling Wide Pressure - Jupiter flings this attack like one of those blade weapons shinobi throw, and it sends a message. As a side note, this sounds like a bit of a football or basketball defensive formation play.

Silence Glaive Surprise - I love this attack. It's simple: Saturn raises the Glaive, and slams it down. It could have taken care of Nehelenia, but I suppose Chibimoon wanted to set things up for ESM to do the job.

Moon Princess Halation - Great attack, with the British air at the beginning. I especially like this attack in the R movie, when Moon lets out a battle cry as she does some Dahlian disposal.

Akuryo Taisan - The way Mars lets out this call, and then the attack name, really shows her savvy as a Shinto priestess. Interesting take of this attack in the R movie.

Venus Love Me Chain - This is an attack that is not only a weapon, but also as a bit of a tool to save Venus and company from danger. Very useful attack.

Moon Spiral Heart Attack - Nice attack by Moon to take care of the daimons. I especially like the way she does a Rockettes-style high kick in this attack.

Mercury Aqua Mirage - Used in Ami's First Love, I would have loved to see this used more often in SuperS and Stars. Would have been quite useful in a number of cases.

Moon Gorgeous Meditation - I like the way this attack is done. It's a two-part attack: Chibimoon calls on Pegasus to charge up the 'Scope via the Crystal Chime/Bell/Carillon, and then Moon does her thing. The way the animators drew the attack is a clear example of the animation of SuperS.
