Actually, in the live-action, you can see their panties when they do cartwheels and stuff. I think that's why they do that, in my opinion, it's probably done for fanservice.

There are some panty shots in the anime too, but really it's not panties per se, just the crotch area of the singlet they wear. It's unclear, but I would assume, that they're wearing something else underneath.

Ya know, I never really got why so many people refer to them as panty shots. The girls are basically wearing a one-piece bathing suit with a skirt. Nobody goes "OMG PANTY SHOT" when someone takes off their sarong at the beach... o_O;

God, I hate those things. I wore one when I was younger, for gymnastics class. Me and all the other girls would just spend the whole time picking it out of our cracks. I'm surprised we learned anything.
