Um I'm guessing you mean Chibi Chibi. She's from Sailor Stars

In the anime, she's actually Galaxia's Star Seed aka the Light of Hope. Basically what was needed to stop Galaxia and Chaos from destroying the entire galaxy. In the manga, she Sailor Moon's final form (called Sailor Cosmos) in disguise.

Hitoshi Doi's site, listed in our links, has every single sailor moon character listed, and I believe just about every one has a picture.
