I don't know. I think if he does decide to go back, he'll probably try to take Usagi with him. And since she won't wanna leave Rei and the others, she'll be stuck in making a crucial decision: Mamoru or the Sailor Senshi.
So instead of making Usagi go through that, he'll probably stay, finish college in Japan, and shortly after marry Usagi, just like DreamEmpress said.

In the beginning of Sailor Stars Anime, Usagi said "At last, 16 years of age will allow me to get married" she said this in episode 167 after about the first 5 minutes of the show, not counting the episode preview and the opening credits.
