My all time favorite is Nephrite, because he had style. Think about it, he gets sent to another world, what's the first thing he does? Breaks open the expense account! Sports car, Versace suit, full treatment at the hair salon, and for a base of operations, he doesn't pick some mom-and-pop store in the middle of Jyuban; he rents a nice mansion on the outskirts of town with its own observatory.

Hmmm. . . no wonder little gold-digging Naru went for him!

Heh, yeah well in this case, she wasn't only just gold diggin, she was diggin up the grave, you ever hear the term robbin the cradle? (which is what he's doing, but that's beside the point) She's robbin the grave!

BUt Nephrite is a great villian... what's the one thing I love about him? he has a heart! (and not a black one black ones dont' count)

Classic: Beryl in the manga. She was so beautiful and sad, and I felt really sorry for her. I was so sad when she died.

EDIT: I'm also adding Nephrite, for exactly the same reasons sailorasteroid and writergirl said.

R: Esmeraude. Heh, she just made me laugh. I loved her fan and her hair. That laugh thingy of hers really got on my nerves though.
I also liked Black Lady. I don't like Chibi-Usa that much, but Black lady was such a great villain. She was adorable. ^_^

S: Doctor Tomoe rocked. Who can't love a mad scientist who makes coffee in his lab? MWAHAHAHA!!!
Mistress 9 is a close second. She was total kick-ass.

SS: Fish Eye. Heh, he was so funny.

Stars: Galaxia. She is definately my all-time favorite villain. She's beautiful, strong, and kickass. Unlike the rest of the evil villains, she actually kills her victims rather than make her minions do it, and that just appealed to me. And, she killed Mamoru...

Sorry to any Tuxedo Kamen fans.

EDIT: Adding least favorites, too.

Classic: Zoicite and anime Metallia. Zoicite was a complete bitch, in male and female form, and I just could not stand him. Metallia had much less personality in the anime than she did in the manga.

R: Rubeus. I HATED Rubeus. He was a complete loser, and I laughed when he died.

S: Uh...I don't have a real least favorite from this season, but if I had to pick, I suppose it'd be Viluy.

SS: Zirconia. She was really weird, and I just didn't like her for some reason. She was worse in male form.

Stars: I've only read the manga of this, since I haven't found a subbed copy of any episodes (:() but I guess it'd be Tin Nyanko.

*looks around* Why don't I have a post in this topic? I coulda sworn I did...maybe that was from the old board...ah well.
Favorites: Kunzite/Malachite (I should call him the latter, because I've only seen the dub). He seemed so much older and...better...that the other generals. Plus, his cape was pretty cool. Black Lady, simply because of her dress. I love that dress. I liked Cyprine and Ptrol (sp? It looks like it needs more vowels), because I have a thing for evil twins/opposites. I wish they could have gotten more air time. Anime Nehelania was pretty cool. I didn't like her manga counterpart, tho. She was far too...typical. She was just Maleficent (from Sleeping Beauty). I think the anime version of her was better, because she wasn't quite so evil, you know? She was, as Saturn put it, "a swayed ghost." From Stars...I don't know. I'm fond of Tin Nyanko, but I really like Aluminum Siren, too. She cracks me up. In the manga, tho, Phi, Chi, and Heavy Metal Papillon are my faves. So cruel.

Cassic: I don't really have a favorite in this season.
R: I liked Black Lady a lot because she still acted like the normal Chibiusa even though she was evil.
S: Mistress Nine, because she seemed mysterious to me because she was a hidden personality within Hotaru. I liked her long black hair.
SS: I'm not really sure why I like Fisheye. I like the Amazon Quartet because they seemed so careless, since they played games all the time.
Stars: I like Iron Mouse because she's cute, Tin Nyanko because she seems mysterious because of her black outfit and overall personality, and Galaxia because her outfit was elegant and her bad attitude. I like it a lot ^_^

Ooooh I haven't done this one yet...

I love the four Phantom Sisters, the Japanese term for whom I can't remember at the moment. Though it is weird that Petz is voiced by Megumi Ogata and who, of course, plays Haruka a little bit later... and still in R, Black Lady rocks. Oh yes.

But my favourites would have to be... the Sailor Anima-mates! Iron Mouse is adorable (and I love when the she's trying to get away from the phones and she just can't. Cracks me up - despite what happens to her - sniff!), Siren is hilarious and the relationship between her and Crow is so sweet, and Tin Nyanko just amuses me. I love them.

Galaxia, of course, is fantastic as well.

The (anime) Death Busters are my favorites. Sure, they're evil and they're out to destroy the world, but at the same time, they crack me up. What other set of villains plays Twister and cracks up over tasty coffee?

I've got to agree with Kez-chan about Iron Mouse, too. She's a cutie-pie, and the part where she's trying to get away from all the ringing phones is really funny, even though what happens after that isn't.

I'm really liking the Dark Kingdom in PGSM, though, more than I did in the anime. The interactions between the shitennou are really interesting, and it makes for really good character development.

I'm not sure if this counts as a villain or not, but I liked the part where Mercury sort of turned evil and the Senshi thought she was going to attack them. (in the one about the cheating rumors)

That sounds interesting!

I don't think I've seen that episode... does it happen in the R season?

Well... I'm a bit limited in my choices as I have only seen the S and SailorStars seasons... but here goes!

Favourites-

Sailor Iron Mouse - Just very, very cute. I like cute.

Plus, as I think someone has already mention, the scene where she is running from the telephones is so funny!

Eugeal - I think she had the best character design of the Witches 5.

I also think she is really funny, especially the way she reacts to some of her daimons.

And least favourite -

Kaolinite - I think it was the way both her skin and eyes looked really, well, dead, that's what creeped my out. And she didn't get much in the way of character development, which was a shame.
