SPOILERS for season 5 (Stars) of SM ahead! Read at your own risk!
OK,
I really do not get it how Eternal Sailor Moon gets the power up from Chibi Chibi. Is it the power of the Light of Hope, or Princess Kakyuu? Does it ever explained in the anime or manga? (I am not sure how she gets that power up in manga though...)
Also, Eternal Sailor Moon adds something spiffy to the end of her eternal tier when she uses 'Silver Moon Crystal Power Kiss' attack, so it extends and looks really cool and all...but what is that thing?
She has also extended her tier when healing Nehelenia, but she had no such accessory and she used her regular 'Starlight Honeymoon Therapy Kiss IIRC.' How? The staff was extended for pure aestetics?
Any insight would be appreciated. Thank you.

hmm, well i have not read the manga but from what ive found on the internet chibi chibi is a young version of sailor cosmos, which sailor moons future reincarnation. (im not sure but im guessing this is AFTER her rule as neo-queen serenity)
chibi chibi was sent to usagi because sailor cosmos knew she, as sailor moon, was the only hope in getting rid of glaxia or rather, freeing galaxia from chaos' spell. chibi chibi has power in her, even in toddler form and she powers her up so her attack is stornger

Sailor Cosmos is not a future reincarnation of Usagi. We know this because she said that she came to rectify the mistake she made at the Galaxy Cauldron, and Usagi goes to the Galaxy Cauldron. Also, Cosmos wasn't really concerned with "freeing Galaxia of Chaos' spell" at all. She had a different mission altogether, and Galaxia was pretty messed up even before she received power from Chaos.
In the anime, Eternal Sailor Moon's power-up in episode 187 is the result of Chibi Chibi Moon sharing her power with Usagi. There is no reference to Princess Kakyuu so we can assume that this power was from her capacity as the Light of Hope.

Yes, she is. She is Sailor Moon's ultimate and final form. She comes back to the future to change her decision regarding the galaxy cauldron.

Where does it indicate that Sailor Cosmos is a reincarnation of Usagi, though? Couldn't it just as well be the same version of the current Usagi in a more distant future? We already know that people in Crystal Tokyo have unnaturally long lifespans.

I'm confused. Are you saying it's Usagi, or are you not?
o.O I'm stating that she's a version of Usagi. I think that's what sailorceres meant as well. i don't think she literally meant that Usagi died and came back as cosmos. I think she meant that it is one of Usagi's forms, just as I'm saying.

Lawl, I agree that Sailor Cosmos is the future Usagi in the same life. In my original post I was pointing out that Sailor Cosmos is not a RE-incarnation of Usagi in a future life. Sailorceres wrote that "sailor cosmos... [is] sailor moons future reincarnation. (im not sure but im guessing this is AFTER her rule as neo-queen serenity)." If she meant that Usagi wasn't literally reborn as Sailor Cosmos, she used the wrong word.
Needless to say, that whole part of the manga is confusing.
