What's the significance in Neo Queen Serenity writing in Hiranaga instead of Kanji?

Maybe it means that she's pretty ignorant, but I don't know for sure.

I think it's roughly the equivalent of getting a letter from Queen Elizabeth written in AIM shortcuts, in block letters, in crayon.

Yup. It was a running joke in the anime that Usagi didn't know her kanji. Japanese students are usually supposed to know something like 1,900 or so kanji by the end of high school (about a thousand of them learned in elementary school), but Usagi always wrote in kana.
