Yet in AzuDai, they gave Ayumu a southern accent, and it was soft, still normal. Also, being from Osaka was a major part of her character (because she *wasn't* though and brash like the Osakan stereotype), wheras Naru was there mostly to be the Jimmy Olsen to Sailor Moon's Superman.

It may be an explanation, but it's not an excuse, is what I'm saying.
In the manga translation of Azumanga, though, Osaka's speech more resembles a Brooklynese accent than a Southern one. Also, it was Brooklynese in the Puni Puni Poemi dub (Mutsumi has an Osaka accent in the original).

Although, you're right, it's not always a Brooklynese accent. I've heard dubs that had an Osakan character speak with an English-sounding accent, too. An example of this is Earth Defense Force Mao-chan, with Sylvie's accent.

Edit: I actually was wrong about Naru. I've been watching the original Sailor Moon with subtitles and I don't think she has an Osaka accent at all. It was something I heard somewhere and I probably should've checked my facts by actually listening to Naru's voice first.
