Well, it sounded like "Iccho mo niya ka!" which I'm not sure what it means. Do you know what scene it's from? Possibly I could figure it out from the context.

Nondai-- I have no clue.
Atatta: to hit, shine upon. Example
Takarakuji de hyaku-man en ga atatta.
I won one million yen in the lottery.
Kan ga atarimashita.
I was able to guess right.
Ya ga mato no chuushin ni atatta.
The arrow hit the bull's eye.
Basically I'm been also getting help from Genvid website and between both of these website It looks like I'm getting closer.
I stil can't make out what the second word is.

It's possible that it's a number. "-dai" is a common counter in Japanese, so it could simply be one of those. I can't think of a number that would fit in the context that sounds similar to "non," however, save "yon." And if that's the case, it's informally dropping the "juu" that should come between them.
I could easily be wrong, however.
EDIT: After seeing that there was a link involved, I listened to it and this is the best I can do:
Japanese: "Iccho mo ni aka."
English: "I'll hit ___ again?"
"ni" is directing it at a something, likely mentioned in a previous sentence.
However, again, I could be wrong. My Japanese isn't all that great, so don't take me as an expert.

That has to be it because this is the title of the game:

Pretty Soldier Sailor Moon Super S True Leader Competiition.
So basically this is a temporary fight and Sailomoon is fighting to be the leader.
So looking in my japanese dictionary, "Ichiou" means for the time being.
And to top it off Sailormoon only say this line on second player.
Remember that the word mo is only said after another person or retalition.

Its two waves combines:
Mata segi choudai.
*Mata* could mean again.
*Segi* is justice .
*Choudai* is please I also believe.
So I think she is saying something like Justice will be served!?
Any thoughts?

I'm going to merge this with the "What is she Saying!?" topic since you're basically asking the same question. ^^; I don't really see a point to have more than one thread for the same purpose.
