Try as I might, but I can't remember a single moment where they did. I can remember moments where they said she was queen and ruler of Crystal Tokyo in the 30th Century, but I can't remember a single line in the anime where they said she ruled the ENTIRE Earth. Of course, it's been a while since I've last seen R, but if somebody knows, did they ever actually say Neo Queen Serenity was ruler of the entire planet or was she just ruler of Crystal Tokyo?
Good point. Although there is no specific mention of it, it is heavily implied that she rules over the Earth with Crystal Tokyo as the capital. Mainly though the lack of mention of any other nation, (you'd think that they would mention some allied nations when the Black Moon Clan attacked) and the fact that she's even a queen at all.

Then again although she is called a Queen there is no proof that she has any real legal authority (she just might be a well respected figure head, like in modern day England or Japan).

Her being married to the Prince of Earth is also a big chunk of that implication. The entire Earth may not have accepted her as a political ruler, but she would still be the Queen of Earth in the magical girl sense.

I always thought that Endymion forfeited his title to the royal throne of Earth when he, um, died. (Although I would love to see Mamoru running around saying he is the rightful ruler of the world and demanding people bow to him...I hear that the Japanese school curriculum is just brutal enough to make people snap).

But yeah, their both more likely figure heads that people look up to and use as symbol for unity more then a political ruler.

Helios obviously didn't get the memo...

When the world was covered in Nehelenia's webs, Mamoru got horribly ill, so he's obviously still tied to the Earth. He also transforms into Endymion a few times throughout the series. Usagi probably couldn't transform into Serenity if her title were forefeit, so Mamoru isn't likely to pull that hat trick, either.

Seeing Mamoru snap would be quite the highlight, though. XD

I meant forfeit in a legal/political sense (death kinda reeves one of possession and title). I think he's still tied to the Earth because of the Barazuishou (sp?), but I'm not to clear on the powers of that crystal other then it allows him to transform into Tuxedo Kamen.

I like to imagine him snapping and running into an open session of the Japanese Parliament or the UN General Assembly and demanding to be given control of the world...(SECURITY!!!!)
