Sailor Moon Perfect Collection... legit?

On ebay there are several collections avaialble all labeled 'perfect collection.' They feature episodes from the Pegasus Collection and the 38 episodes prior (super s?) I looked up one of these collections on Amazon and found that people had posted comments saying that they were bootleg chinese dvds... The majority of dvd's on ebay appear similar. They are all 0 region/ regionless. Are they all fakes?
