The SDA about Nanyako's line is unnecesary because I just watched the sub today and in the sub it said that chibi-usa would be too young to understand about dreams. The line doesn't really make sense I know but as it's translated almost word for word the SDA box really shouldn't be there.

Hmm, I guess it wasn't just me then. Personally I never got that line when I watched the sub anyways. She didn't seem much older than Chibiusa, maybe it was a mistake in the subtitles.

I didn't really find it odd. It was sort of like that one episode of Simpsons where Bart and Milhouse are running the comic book store:

Bart:"Sometimes I forget how young you are."
Milhouse:"I'm only three months younger than you are."

...or something like that 0___o;

It's not a subtitle error. Nanako uses the word "chiisai" which means "Small". There is a reference to Chibi-Usa being "too small" or something of that nature.

Ya, but in the Simpsons it was supposed to be a joke. But I guess you're saying maybe it was in Sailor Moon too, it just didn't seem like a time for a joke to me, but I guess you're right.

They may also have been making the point that Nanako didn't really understand dreams herself, and even if Chibiusa was only a few years younger than her, she (Nanako) used it as an excuse to discount her (Chibiusa's) opinion.
