Becuase Usagi isn't really their kid... I mean, technically (and genetically) she is but since she was origainlly Queen Serenity's kid then it explains her light hair. Now that I think about it, it would also explain Chibi-Usa's hair in a way. Grandparents no doubt have an impact on ressesive genes....
