I'd go with either Classic or Stars. Classic has less filler than it seems at first glance - the vast majority of episodes have at least _some_ kind of a plot development. On the other hand, S has quite a lot of episodes that are just "victim of the week" who has their heart crystal stolen.

Hmm...Tokyopop might not release this one....someone said that a new company just started in America and that it's the American version of Kodansha and maybe that company will translate it? It's possible, but Tokyopop have the rights to release the Sailor Moon manga in the US, and even if that does...
