In Japanese, fuku means dress. To a lot of people, (myself included) saying "Sailor Fuku" just sounds more "official" becuase that's actually what the japanese say. To say "Sailor dress" when referring to sailor moon would just sound a little weird becuase we hear sailor moon say "SAILOR FUKU BISHOU...
