In my opinion, the cats really lose a lot of their usefullness after the first 3/4 of the classic season. By then, the senshi have all been located and begin to sort everything out themselves. Perhaps the cats were left in after that for entertinment?

Since the Sailor V story happened before Sailor Moon, would they have not made a Sailor V anime before they made the Sailor Moon anime? That would only seem to make logical sense, unless they had just recently come up with the idea.
